What is IIS?
IIS stands for Internet Information Services. IIS is currently the second most popular web server. ( source ). Here is the Netcraft graph:


IIS versions are tied to the operating systems they run on ( source, source ) . It is not my place to judge Microsft marketing decisions, but I would have gone another way.
